Focus on promoting the modernization of the national governance system and governance capabilities, adhere to the efficient linkage of reform and development, continue to deepen the "deregulation, supervision and service" reform, build a high-standard market system, actively promote reforms in key areas, protect and stimulate the vitality of market entities, and improve the stability and competitiveness of the industrial chain and supply chain. Adhere to the combination of internal opening up and external opening up, strive to overcome the adverse impact of the global spread of the epidemic, steadily promote the joint construction of the "Belt and Road" with high quality, promote the stable and healthy development of overseas investment, attract more foreign capital to invest in China, strive to create new advantages in international cooperation and competition, and provide strong impetus for building a new development pattern with higher-level reform and opening up.
